is anyone answer if i drill a 2" hole in 12" nozzle attach on a cylindrical shell( orientation of nozzle is horizontal)  what factors I have to consider? hole purpose to install purge out a gas without hot tapping? any body have a good solution

The answer for this (and a whole lot more...) can be found in your friendly neighbourhood piping Code/Standard.  May I recommend ASME B31.3.

Once you have read through this code/standard, as well as an any applicable local regulations for your locale, feel free to come back and ask your question.

I don't know you want to drill this hole in live container or not.
If you want to attach 2" nozzle to 12" container you should refer to code but if you want to drill 2" hole in 12" live container that has another story!

If your nozzle has a pair of flanges close enough, you can make a spool piece with a 2" thread-o-let for your purge line, and insert it between the flanges.
