The PQR using an F4 group welding filler metal does not qualify a welding procedure which uses an F1 group welding filler metal. Refer to QW-253 and QW-404.4.

You are apparantly confusing Welder Performance Qualification requirements with Welding Procedure Qualification requirements. Welders who qualify with F4 group electrodes are qualified to weld with F1 group electrodes with backing per QW-433.
