do I have to ask the mill to do a hydrostatic test on pipe or hollow bar if I'm cutting it to small pieces to manufacture fittings?

If you refer to the material spec it will tell you what, if any, testing is done at the mill.

Do you mean pipe spools or fabricated and assembled piping systems? Hydrotesting is an accepted method to evaluate the leak tightness of piping components after fabrication and assembly.

No, I don't mean spool.  What I mean is that the mill does a hydrostativ test for sa312 pipe.  The reason they do it I think , is because the pipe may become p.v.  However, we use A511/ Sa479 Mechanical tubing to manufacture fittings.  Some of these fittings are used in low pressure pv.  
So, my question is do I have to ask the mill to do hydrostatic test on these tubes if we are cuuting it ino smaller pieces and don't use the full lenght tubes for pv.

Hydrostatic testing by the mill is a means of assuring that the pipe material does not contain any defects that could have been missed during fabrication. The end use of the mill product is of no concern.

That is correct.  However, the mechanical tube we use A511/Sa479 does not have hydrotest by the mill in its spec.  So, my question is can I still use it to make pv fiitings without having the mill do the hydro test.

Since, the pv is hydro tested before its operation anyway.

My understanding of your question is you are making pipe "fittings" from bar stock and stock pipe that you purchase from the mill.  I am also assuming those are seamless pipes.  If this is so, then I would not make it mandatory to spec out the mill to hydrotest the pipe, before you cut it up to make a fitting.  The reason is, after you make your fittings you have to do your own hydrotest of each fittings before you can certify it suitable for service.  

The only justification for the mill to hydrotest a pipe before delivering it to you is to ensure the pipe is good before you use it on your fabricated "fittings" and this should be discussed with your Upper Management as to whether you want to pay for this QA.

Just my opinion that's all.

I understand that hydrostatic test from mill is not the requirement in ASTM A479. If you have specific requirement, you should inform the manufacturer in advance (with additional cost).

I had one clarification ,Some time the manufacturer does not have facility to carry out hydrotest . I lieu of Hydrotest can we conduct Ultrasonic test to detect flaws . Can Ultrasonic test certify the strength of pipe itself . Please clarify with help of standard . This is the real problem i am facing in supplying Smls pipe , where pipe are not hydrotest , but we have done Ut Test . The end user is rejecting those pipes

What is the specific ASME/ASTM Standard that you are using to procure pipe? For example, if it is SA-312, the manufacturer has the option of either a hydrostatic test or a nondestructive electric test, as referenced in ASTM A 999, unless hydrostatic testing is specified in the PO. Review SA-312, section 12.1 and 12.2.
