At my company we have a problem of skirting rubbers being incorrectly set on new conveyors. We usually overcome the problem by running the conveyor for a 5-10 hours and reseting the belts accordingly.
This is by no means a perfect solution , has anybody seen this problem before. Is there a test to determine how the skirting rubers should be set or is it just simply down to an experienced eye.

What exactly is the nature of the problem? Is the skirting rubber not clamped tight enough and so gets pushed up by the moving belt? Is it too hard? Too soft? Do you have to "reset" the skirts every 5 to 10 hours of operation, or only once after an initial run-in of 5 to 10 hours?
The CEMA Handbook and Martin Engineering's Foundation series offer advice on skirting (and skirting rubber), but I think it generally comes down to experience (as you said).

I was hoping for a displacement/force setting such as a pulley belt. I guess the best solution is to use a measurement.

If you want to get rid of your beltdamage by the sjirting rubbers you can mount another type of skirting.
I work at EMO in Holland, we run about 40 km conveyorbelt 1600 and 1800 mm wide and at 4.5 m/sec and had the same problem.
We now mount the Clamp Mount, skirt sealing system provided by Promati (Belgium)

These systems have a light contact with the conveyor, are selfadjusting until worn away and spillageproof. No more belt damage.
