Hi all

Does anybody know how i can compute the time it takes the pressure inside vessel to decrease to Patm through an outlet?

It will take an infinite amout of time to decrease *to*  Patm.

Seriously for a *rough* first pass estimate, calculate the initial maximum flow rate and divide by two to get an average flow rate, them divide the initial quantity by the average flow rate.

To refine this estimate, use the link from metengr.

We have all assumed this is purely a vapor or gas de-pressurization question, i.e. no liquid present or flowing, but with your wording we really don't know for sure.
