We had an incident at a client of ours where they were transferring Toluene from a drum to a smaller container.  The containers were grounded, but a spark ended up causing a small fire.  Thankfully injury to the worker was not significant, but he did suffer 2nd degree burns on his arm.

Nonetheless, during the follow-up investigation, it was shown that the effectiveness of the bond was variable, from a resistance between drums of 1-2 Ohms to a complete open circuit.

This was seen to be caused primarily by the inability of the grounding jaws (with a point in the jaws) to effectively break through the epoxy paint.

Does anyone know whether there is any move afoot in the drum supply business to provid unpainted "bonding tabs" to allow for more effective bonding between containers?

Any other similar stories out there?
