Does anyone know of any design guidelines for plain concrete design of outdoor basketball courts?

Not sure if these cover it, but should be at least a good reference/starting point.

ACI-360  Design of Slabs on Grade
ACI-302.1  Guide for Concrete Floor and Slab Construction
also ACI-318 chapter 22 covers structural plain concrete

Depending on your location, the most significant loads may be from frost heave. If this is the case, we generally use a 6" slab with a layer of rigid insulation below. Its a good idea to turn down the slab edges to minimize ground water from accumulating under the slab. I would use minimum reinforcement (avoiding welded wire fabric if possible due to placement accuracy).Also, as with any slab on grade, joint location is extremely important. As a general rule, we try to layout the control joints such that the enclosed area encompasses no more than 400 sq ft.

Check out the AIA Standars book. Most libraries have older copies. They have a lot of standard details, including sport facilities and slab details.
