If I qualify on P1 am I qualified for S1 and vice verse?  And where in the ASME code book can this be found?

For welder qualification S qualifies on P base materials and P qualifies on S base materials - Section IX, 2004 Edition, QW 420.2 bottom of paragraph.

No. The information regarding procedures is in the same paragraph. Qualification of a WPS for P-No materials qualifies for corresponding S-No base materials, however, qualification of a S-No base material does not qualify for a corresponding P-No base material.
