Maybe someone remembers the name of this product, I remember seeing a vendor demonstration years ago.
Essentially, it was a key lock system to ensure that a particular sequence (in this case, valves) was followed. The concept was that a 'key' would be inserted in the first valve box which would allow you to open or close it as needed. That would 'lock' the first key in place and release the second key which you then took to the next valve in the sequence and opened or closed it as needed and so on. The 'keys' were unique so they would only fit in the next valve that was supposed to be operated.
I've got a case where this might work but I can't remember the name of the product and my googling efforts aren't being successful.

We use these for electrical interlocking and they can be supplied to do what you want. They may even have a line optimized for valves now.

In my case, the HOA station is wired back to the DCS, not to the MCC. The DCS releases the HOA to be used by the field operator in the correct sequence via the interlocks.
