How is it known for a relief situation that two phase flow will be present?  Is this part of DIERS or is there a standard for this?

The best way is having experience with or getting knowledgeable advice on the particular relief scenario.

DIERS does speak to some onset and disengagement models and has some correlations on the prescence of two phase flow, but they still require experience and/or knowledge of the system.
