Hi, I would like to know if water-based drilling muds in petroleum exploration are considered hazardous waste.

Not in my experience.  You do have to treat them and the cuttings before discharging them (neutralise the pH and so on) and if they've been contaminated by drilling through an oil reservoir you can't discharge them.
