I am working with a group that is developing processes and procedures with use of EVM to manage projects within our organization.

The question that is causing concern is - how does one measure performance on a T&M job, since there is no "budget" to work off of?

Any help??

Come up with the cost equivalent if the work was done out of house.

If you are doing T&M work the value is the extended cost of the T&M times the applicable rates and costs. i.e. The value of the T&M is the defacto budget

did you specify a "not to excced" cost?

if so, use this as the end point and run the EVM on it.

watch each trend line - work completed vs dolars expended.
