Can you take a PQR that satisifes your other mechanical tests and combine it with another PQR that was only impact tested to create a WPS or does it have to be done all at once?  The issue is the impact testing requirement was simply overlooked on the first round.

Yes, you can use the two PQR's to generate a revised WPS with impact qualification, provided the two PQR's were generated using the same essential and supplementary essential welding variables for the same material P-No and Group No.

In fact it's often a preferred method.  If you qualify a procedure without impacts on 1.5" thick material, and then qualify a plate say 3/8" thick with impact tests only, your qualified range is 3/8" thru 8" with impacts.  If you chose to qualify the original 1.5" thick plate with impacts your qualifed range would be restricted to 5/8" thru 8".
