Is there a test method or an acceptable practice for testing
base plate grout in the field?

Suggest you make cubes of the grout and match cure them alongside the base.  Then crush them at the times you require to test the strength.  If you have already cast the  grout then the best I can suggest is a re-batch using the same mix design and test sufficient numbers of cubes until you and your client are satisfied that statistically you are covered for strength.
