Our packaging line is facing some problems, hope you guys could help out here.

Our products are cold-rolled coils, which also includes pickled and oiled coils. For the current packaging, we use steel plates made from reject coils from our company, sending coils to another company to process into plates, as a packaging material for outer protection. However,this packaging material cost is getting too high. Is there any other material that can be used? The said coils are export coils. Some manager proposed to use wood-based material as outer protection, due to its light weight for easy handling and also cheaper. However, I doubt that it will work for export packaging.

My second problem is regarding to the anti-rust oil, especially in the case of pickled and oiled coils. Currently used oil doesnt stick much to the surface of the coil, but it does prevent it from getting rusty. The problem is that even it is adjusted to the minimum level of spraying in the oiling machine, oil will still accumulate at the bottom of the coil. After packing with VCI paper, and for a period of time, the paper will eventually get "rotten" and could easily torn apart, even there are steel plates at the outer layer of the packaging. Is the any solution to this matter?

I just saw some of this type (shrink wrapped) being used on coils used to fabricate roof panels.  
You  might want to get in contact with  Cortec.  Haven't used this product but have used many others with very good results.

A good quantity of our steel comes in wood crates, however this is already turned into spagetti. (Slit.)
