I am looking for a small pump jack ...about 2ft tall for experimentation my company develope automation products for oil pumps and i have a hard time finding a pumpjack this small....thank you for any information..

Do you need a 2' tall unit, or do you need a stroke length of 2'?  There are plenty of units out there with short stroke lengths.

I am looking for a small pump jack aprox. 2-3ft tall.
i do not care for stroke length. this unit i'm looking for is going to be like for a model, it needs to work but im not planing to pump any thing with it.

In that case I think you might hire a machine shop or welding shop to build a small pumping unit powered by a small fractional hp electric motor.  They could get an off the shelf gear reducer from McMaster-Carr, for example.
