I am determining the the maximum effective and minimum actual tooth thickness for an external spline.
The internal splines have a circular space width for maximum effective of 0.0876" and minimum effective of 0.0835". The P is 20/40 with 28 teeth and conform to the SAE side fit 37.5° pressure angle. Major Ø is 1.45", Pitch Ø is 1.40". The tolerance is a class 6 for the internal splines I am mating to.
I need a sliding fit with little backlash.
The effective space width of the internal spline (0.0835) minus the effective tooth thickness of the external spline is the effective clearance that defines the fit of the mating part.
So if I state .0835 or less for the maximum effective tooth thickness, that will be my minimum clearance. How do I determine the tolerance for the class 6? What should I state for the minimum actual tooth thickness?

I have made several splines from a book entitled "Machine Design Handbook" by K. Lingaiah.  He does an absolutely fabulous job with various design mechanisms, particularly splines and gears.

Also, don't be shy about searching "IIT", that is, the Indian Institute of Technology.  This is the equivalent of MIT in the United States.  You will find that many of the the graduates from this prestigous university, IIT, sit as CEO of major American corporations.  Many of these people also contribute regularly to the IIT call for papers, specifically dealing with Mechanical Engineering problems and research issues.  I did ferrit out many good spline papers which I used on rotary tables, oilfield rigs.

hi can't help with SAE spline but i believe ANSI B92.1.1970 (revised 1993) is similar, the following are actual sizes for three of the four classes(EXT).
Class 4 min actual .0815 max actual .0824
Class 5 min actual .0806 max actual .0819
Class 6 min actual .0794 max actual .0812
