Does anyone know if ASME B31.4 allows the use of weldolets as branch fittings?

Yes, per ASME B31.4 section 404.3 "Intersections".  Review this entire section carefully to check for proper area reinforcement. Also, make sure the weldolet is properly specified for the pressure/temperature rating for your application.
