Problems with joint mortar?

(OP)
We've had reports from our stormwater O&M staff that there have been problems with the use of "Jet Set" mortar for grouting catch basin risers, pick holes, and stormwater pipes into catch basins.  They have indicated the mortar is flaking off, falling off, and in general is not holding up well and have gone so far as to claim that "most in industry agree is does not work".  We use our DOT specs for our public works projects. Has anyone else had this experience? If so, what spec did you change to?
