Does anyone have any ideas on how to reinforce a 12-sided tapered transmission pole for moment? Filling with concrete doesn't seem to help the moment capacity much.

What is (are) the failing element(s)...anchor bolts, base plate, steel pole?  Try welding plates to sides of pole or use guy wires if you do not have site restrictions.  Monopoles are very difficult to redesign as you may have already noticed.

Electric transmission poles are designed and manufactured to exacting specifications, without large safety factors. This is done because they are used in such large numbers that oversizing them, for a given application, would quickly become very unnecessarily expensive.

If the pole is not adequate for it's intended service, probably best to replace it with "heftier" one. Trying to upgrade the existing pole could have unintended consequences (unexpected failure of various components)

Depending upon how much real estate you have, you might be able to reduce the bending moment by designing a tripod like structure around the pole.  It's probably pretty expensive, but there might not be another alternative except as STRO4 suggests.  Strengthening the shell might work, but then you have to review the adequacy of anchor bolts and the foundation.  SlideRuleEra is correct on how close to the code some designs are, but also some poles are constructed with future loads in mind.

Horizontal struts and cables similar to a sailing mast stays will strengthen the overall system in bending at the cost of more compression loading.  Guys do the same.
