Aircraft removable panels

Aircraft removable panels

(OP)
Does anyone have experience of H7 holes being used for a removable wing panel. With this tolerance on the hole the panel cannot be ICY and would have to be reamed 1st oversize if replacing. The intended screw is NAS1153. This situation is due to the panel structure being held by a composite part so no expansion/contraction on the flange and trying to stop the panel from movement due to temp.
Has anyone seen this situation before?. Seems the wrong way to go to me because the maintenance people will struggle to get the panel off.
