I was wondering if there is a big difference between the strength of concrete in 14 days as opposed to 28 days after being in a moist curing room? Thanks

High humidity slows concrete's cure rate, allowing it to develop increased strength. Colder temperatures do also.
Concrete can gain something on the order of 50% more compressive strength over a 180-day slow cure, if kept in a moist-cure environment as you've described.
How thick is the concrete? Thinner concrete reaches full-cure faster, but I wouldn't expect even a slab to reach full strength in 14 days, unless you heat it.
