I would like to be able to rotate text in my drawing.  It has already been placed, I am just correcting previously done work.  When it was originally placed, it was parallel to certain lines.  Then the lines were moved, and the text is no longer parallel to it.  My job currently involves a GREAT deal of rotating this text so it is again parallel to each line.   I wish there was a faster way to make this text parallel.  Right now, the fastest way I can do this is so:  I either anaylize the line and find it's angle, then rotate the text the difference.  Neither the line nor the text is ever at the same angles, and the angles use 4 decimal places (that's ten-thousenths of an inch? I can't even spell that, just think- insanely acurate for a map of about 1 square mile each)  Or, I also sometimes just start over and replace the text, setting the active angle by 2 points.
Where I work, I can't control the original placement of the text, it was done long before.  

I would like to be able to "match" the characteristic of "angle" for the text to that of the line, by just clicking each.  

I'm sorry I am not fluent with terms in V8 yet.  I have 5 years of autocad, then I got my first job, for the last year was microstation j, and now we just switched to v8 in the last month.  I do feel though that I have caught on quickly compared to others in my office, and I have run into the problem of having no one to ask who knows any more, or is at least interested in knowing more.  I also face the problem of supervisors who sometimes set rules and restrictions on the technology and tools I am allowed to use, and sometimes I think this has a bit to do with them not fully understanding the technology itself.  I only mention this because I may not be helped by any solution offered here if it involves too much alteration or advanced knowledge of v8. (sorry for the hint of bitterness in my post, haha)  But please mention those ideas also, because I in still interested to know, and learn, and hopefully someday, be in charge and make them happen!

What you could do is click on the edit text icon. After you have the text in the dialog window click the place text tool and set the justification to above element. This is a very quick fix. Just remember all that you learned in AutoCad can apply in Microstation. You will find out as time goes on Microstation is a more widely used industry standard in Civil. Check with County, State, and Feds, all use it.

The combination of the ROTATE VIEW ELEMENT keyin and Accudraw can come in very useful for this application.
1. Keyin ROTATE VIEW ELEMENT and select the text that is rotate poorly and accept it.  your view will rotate to that angle.
2. Activate Accudraw ( you may have to play with its settings until you can get it to snap at 90 degree increments.
3. Select all of the text that is at the same angel as the view.
4. Use MicroStations ROTATE tool and select the 3 point option. You will also need to toggle the "About Element Center" option.  This toggle may be hid until you click on the little arrow in the bottom right corner of the Rotate dialog box.
5. Once you have everything set and all of your elements selected your first snap(of the 3 point rotate) will be the beginning of the line you want everything rotated to. The second point will be a point is space that is directly right of that point.  The Third and last point will be the end point of the line that you want everything to be rotated to.

This may sound complicated but after you do it a couple times it only takes a couple seconds.

You could go to askinga.com and download the text angle application that does this for you.  You just have to unzip the files to the proper folders and directories and set the application to load when microstation loads.  My drafting tech has this loaded on his machine and it has made a world of difference.
