In the second paragraph of section 1609.3, International Building Code 2003 specified three second gust wind speed to be used in data analysis that "shall be performed in accordance with Section 6.5.4 of ASCE 7." That much is consistent with ASCE 7-02 referenced standards.
How does it turn around and allow a wind speed conversion in section 1609.3.1? Does anyone know when is it appropriate to use the fastest mile wind speed and still remained faithful to IBC requirements?
