How do I modify the datum target symbol size (Increase the diameter of the symbol) to fit around the text?
The text (ex: Ø.25) does not completely fit within the symbol... it extends beyond the symbol boundaries.
If I change the font size, the symbol shrinks as well and still cuts through the text.  I can not find anywhere within the admin settings to correct this.

If I don't misstake my self I think the standard says that if the value can't be inscribed you should place it outside and add a leader that points in the wanted area of the datum target. I think that the end should be a filled dot, not an arrow.

Thats what I want to happen, but it doesn't.  The text just extends beyond the symbol boundaries...no leader!

It doesn't happen automatically, you have to place a datum target with no value in upper half of the balloon and then add text with leader that point into the upper half of the balloon. You can then use a position link to connect the text with leader to the datum target.
