What is best option to fasten 3mm stainless U pins to  5mm stainless support plate?

Which end of the U pin is to be attached?

What are the loads to be imposed on the joint?

new product now hundreds could climb to thousands,
both ends of U pin are attached to support plate, i.e  U pin forms bracket,
joint loading is 2 to 4 pounds
materials 304 stainless steel, application temp 250C (482F)

Your temperature and plate thickness precludes essentially everything except welding or brazing (furnace) with preforms.  
 
From the back side:
I think that MIG Spot Welding is the best approach for the small numbers.  The plate thickness of 5 mm may necessitate two small through plate holes, essentially a plug weld.  The holes and weld would be small due to the load requirements.  This would be an autogenous weld.
  
This could possibly be accomplished in a normal spot welder with a little set up.  

From the front side:
I have also seen this accomplished with a stud welder(arc) with a special head.

How much distortion can you have in the plate?

Does the plate have any other holes in it?
