Among NYSDOT employees, "dinky" means "eleven," since it is less likely to be confused with "seven" when shouted to a note taker across a field. Is this in general use or a subculture thing?

No you're thinking of "Tinky Winky" or "Dipsy". The other two are "Laa-Laa" and "Po".

Yo in Chinese is slang for 'one'.  Chinese actually have a great system where all the numbers could be "spelled" out by finger positions.  + = ten (two index fingers crossed).  The Longhorn's signal is '6'.  Pointing a pistol with thumb up is 8, etc.  dinky must be NYSDOT-speak!  I always thought of something else with 'dinky'.
