Is an interior wind pressure of 5 psf required for all interior partition walls in all buildings?  In buildings without OH doors?  In buildings with vestibules?  is this stated either in IBC or ASCE7-98 or 7-02?  If so, where?

IBC 2000 Section 1607.13. The 5psf of internal pressure is treated as a live load.

I believe the 5 psf accounts for an imbalance in the mechanical system of the building, not wind blowing in through doors.  So it is required in all buildings.

5 psf is a standard internal pressure number used over the past 50 years mainly derived from air pressure gauges inside hi rise buildings. The National Physics Labortory has verified this in 1965. 5 psf is directly related to the poroisity of the building envelope, wind direction, openings either on the lewward or windward sides and their ratio of Aww/Alw. John D.Holmes has graphed your exact post with 0.2 and 0.55 as its typical measurements used in todays ASCE 7 Standard. Hope this points in the right direction. Good Luck.
