Should the assembly that hold the tower crane strut attachment to a concrete slab be anchored to the concrete slab with double embed steel plates (both sides of slab) with thru bolts installed before casting concrete? Or should it be anchored to the concrete slab with steel plates (on both sides-sandwiching the slab) installed after the slab is cast with thru bolts installed thru sleeves in the concrete slab?

to give an idea, Say:
slab is 8" thick
plates are 3/4" thick with (6) 1" diam. bolts
