Description
An electrical heater are to be flange mounted on a U-stamped vessel. The vessel is delivered from the fabricator without the heater installed. Therefore the heater will not be included in the certification of the vessel.

Questions
1.Does the Heater need to be U-stamped?
2.If ASME VII is applicable for this assembly, which section would that be?
3.Are there any other code issues related to this assembly that we need to concider?

I don't have a direct answer for the heater itself. I only wish to call your attention to the purpose of that heated vessel: is it about to become an Unfired Steam Boiler?
If so, you fall into the requirements and restrictions of UW-2 (c) and UCS-6 (b). In that case, if the vessel wasn't designed, fabricated and examined accordingly, don't bother looking for a stamped heater.

The function of the vessel is to heat N2 gas. The design temperature is 375degC (707degF). I am not that familiar with the ASME VIII Code, but what is required for the vessel to become an Unfired Steam Bolier? This question might be considered a "long shot", but I thought I'll give it try.

For Unfired Steam Bolier (this is not your case obviously) UCS-6(b) doesn't permit the use of steel plates conforming to SA-36, SA/CSA-G40.21 38W, and SA-283 Gr. A, B ,C and D.

UW-2 (c) requires for Unfired Steam Bolier with design press. exceeding 50 psi: all joint of Category A (UW-3) in acc. with Type No. (1) of Tab. UW-12, and all joint of Category B in acc. with Type No. (1) or No. (2)  of Tab. UW-12
All butt welded joints shall be fully radiographed except under the provision of UW-11(a)(4).
When fabricated of carbon or low-alloy steel, such vessels shall be post weld heat treated.

UG-16(b)(3) requires shells and heads min. wall thickness of ¼" exclusive of any corrosion allowance.

UG-125(b) regards to pressure relief device.

I would think your heater does not require U stamping. Certainly the vessel U stamp terminates at the flange face. The only pressure part on the heater will be the cover which should comply with a recognized standard, the same as a bolt-on instrument or valve. Certain countries however still require registration of designs for special fittings and piping systems so you should follow up on this.
