Is there a setting to automatically insert the 0 dim in an ordinate with 2 place precision, instead of placing and going bac into edit the precision?

I don't ordinate dimension on a regular basis, so I don't know the answer to this, but I'm thinking your 'after-the-fact' modification is the only way - I know of.  sorry

Have you tried (this is super-basic, but) have you tried while in the drawing going to Tools|Options|Document Properties|Dimesnions|Precision?  It's about all I can think of.

I wrote a macro to perform the function for me, since I don't (can't find) think that this is available in a configuration setting

I'm sure this is the way your company does it, but what do you gain from increasing the precision of zero? The feature is where it is, ± 0.000000... In other words, at inspection the location of the zero feature is determined and that is it, no tolerance. It is where the physical feature actually is. So there doesn't seem to be any purpose to precision of a zero point for ordinate dimensions.

I agree with you that it give no "engineering added value"... but our company standards are based on a boeing std, and that's the way the higher ups want it.
