Trying to locate in NFPA the requirements for testing the fire rated dampers with fuseible links, how often do they need to be tested and when is it required to replace the links.

See NFPA 90A, Standard for the Installation of Air Conditioning and Ventilation Systems.  Section 5.4.7 states:

At least every 4 years, the following maintenance shall be performed:
(1) Fusible links (where applicable) shall be removed.
(2) All dampers shall be operated to verify that they close fully.
(3) The latch, if provided, shall be checked.
(4) Moving parts shall be lubricated as necessary.
