I would like to remove the "<num_inst>" from my call outs. But when i remove the variable from the calloutformat.txt it still appears in the drawing label. Is there a way to remove it?

It sounds like you are on the right track.  If it is still not working here are a couple of things to check.

Your SolidWorks might be referencing a different callout file.  You can find the location that is being searched by selecting Tools -> Options, picking File Locations from the tree at the left and then finding Hole Callout Format File from the dropdown at the top.

The file has separate entries for the different types of holes that the wizard can create.  You need to modify the entries for all of the types that you want the change applied to.
