Is it possible to make a linear pattern of sketch points, where I can control the spacing and number of instances with a design table?  I know how to do this with features, but not sketch points.

Done it plenty.  Just select a point in an active sketch and make a pattern (using sketch tools pattern, not feature pattern).

hmmm...
Position is easy, just use dimensions.
Never had to control instances outside of the sketch.
Sorry.

You cannot control the quantity of instances in a Linear Step Sketch and Repeat Pattern from a DT. The only way is to RMB on an instance (while in the edit mode of a LSS&RP), select the Edit Linear Step and Repeat option, & change the quantity in the dialogue box.
