What happens when the suction pressure is higher than discharge pressure in case of a PD rotary blower with the motor switched off? Will the blower start rotating and deliver gas (based on the resistance to flow through the bower)? Or will will the suction pressure buildup and no gas is let out...

if Ps > Pd, why have a PD rotary blower in the first place?

1) if electric motor is the driver, then blower will only operate when motor is operating - provided directly coupled.

2) blower operation depends upon the control system installed - i.e. what activates/deactivates the electric motor.

I am not sure if your blower will free wheel or not.  

This is a common problem in some industries where there are multiple fans or pumps.  The fans that are off will start spinning backwards.  Most VFD's for fans and pumps will have a starting routine that stops the rotation with DC injection braking before starting forward rotation.
