I will be completly honest, I know nothing about welding. However, since I have some fairly complex questions I thought I would try here. Please forgive me if I am being intrusive.

My questions are about welding and water. Namely what type of metal would be best suited for extreme pressure situations? Would cold-welds be strong enough if the pressure (although strong) was equal on all sides? Does salt water factor into the type of weld/metal needed? and one last one, at near to below freezing temps. would a cold-weld hold up better or worse over a regular weld?

I am sorry if these questions are basic to anyone reading them though they are complex to me, I just thought it best to go to experts and ask them. Thank you for any and all replys and information you have!

A chemicaly bonded weld with no heat used to activate the bond.
  What I am wanting to do is put wiring into the frame then weld it shut-no air on the inside-so when the pressure hits it will not colapse. (I am looking to make it withstand 9500+ psi) So I am concerned about using heat and it effecting the wiring inside, so would rather be very safe then risk any of the equipment.

You're going to put wiring into the frame of ... what?

A bathysphere?

And you think removing the air from inside will prevent collapse?  You have some heavy reading to do.

Forget "J-B Weld".  It's great for ... well, a lot of things, but not as a substitute for actual welding.

I believe you are trying to describe adhesive bonding, not welding.  Welding means metallurgically bonding metals together.  Adhesive bonding means joining two or more pieces using an adhesive (glue) like epoxy or cyanoacrylate.  You will need to use precise terms in order to describe the requirements and review the various options.
