This is a bit lengthy, but here goes.
I've run into sketch rebuild problems when changing a cut-extrude sketch's anchor point which has been established by another sketch.  Specifically, I'm attempting to make a clock face ring.  The numerals that do not require a "stencil" layout aren't a problem.  But the ones that do require a "stencil" are.  By this I mean that the inner parts of a numeral must be somehow connected to the outside so that there's not a HOLE left.
The numeral 8 is dealing me a fit.
I can get the "stenciled" 8 to cut-extrude ok. The problem comes in when I attempt to change the relative size(s) of the outer and inner diameters of the ring.  For instance, I have a ring that is 20" OD and 18" ID.  A sketch has been added in the FeatureTree that is used to place the numeral 8 at a radius that is halfway between these diameters, i.e r9.5" (and at the 8 o'clock postion)
Now, when I change the ID to 8" , (new placement of r7.0") it faults out and gives me rebuild error warnings.
When I go back to edit the sketch, it got left behind at the old r9.5" and some, but not all of the entities are beige, not yellow, in color.  The point used to place the numeral is gone.

After much discussion with a co-worker, he said that he had run into this kind of problem when moving a sketch in relatively large amounts.  When the amount of movement was reduced to gradual steps, the rebuild was OK at each step.
Thus requiring a series of steps to move 1" for instance.  

And in this case, 2.5" on radius.

When I applied this procedure to my design by using a trial .125" change in the locating radius, it worked fine.
What's going on ?  Why does a sketch move cause problems?
If anyone wants the model drawing of this to see the problem, let me know.
