I am starting on a project where I'll be introduced to paving and drainage.  The little that I have learned so far seems pretty standard and conducive for a step-by-step guide.  For example, Step 1. Locate critical tie-in points such as streets, driveways, etc.  2. Create drainage area map.  3. Etc.  Obviously, each step would described in detail.     

Does such a step-by-step 'guide to paving and drainage' exist?

Sound like you are on the right track.  However, your best bet is to learn the steps from your mentor and ask him/her for a reference.  While the underlying procedures are pretty much universal, the details can vary quite a bit by company and locale.
