I have a small section of free-standing concrete retaining wall to design.  This wall will serve as the dam wall on a detention system holding some 6000 cu ft of water.  The retaining wall height is just 5 feet.  The County regulations require that a full uplift under the footing with hydroststic pressure be computed from the top of the wall to the bottom of the footing, or key. Could someone point me in the right direction?
