What is the best electrode for this kind of material

Use matching filler with Nb i.s.o. Ti. AWS type E318.

You might check your application as well. If you weld on the 316 grade steel you could get some sensitization (spelling not sure). Basically, the heat will cause the chrome and the carbon to combine and leave you with less corrosion resistance at the HAZ.  The 316L (low carbon) will remedy this problem.

This would hold true for conventional AISI Type 316 ss. The 316Ti ss is a titanium-stabilized grade of 316 SS -  the addition of titanium in proportion to carbon content ties up the carbon to avoid the formation of chromium carbides, and would be less prone to sensitization as a result of welding.
