I am attempting to determine the viability of an unconventional angled parking scheme being proposed by an architect. The stall widths, angles, and aisle dimensions don't match anything in the local building code. Does anyone know of a reference source or even a method for determining the level of service for parking arrangements, particularly in parking garages?

Architectural Graphic Standards (I am looking at the 1998 cumulatice supplement to the 9th edition) has tables showing parking space dimensions based on level of service A thru D.

Before I retired (almost), I was the local guru of parking areas Not Lots.
Parking areas include plantings, walkways, trees, grass, concrete curbs and slabs, signs, striping, lights, etc..

What do you want to know, specifically?
