Any one have a reference source for the shear strength of  EN24T or EN16T?

Both EN 16T and EN 24T have tensile stengths of:
Yield  98560 psi min
Ultimate 123200 - 145600 psi.

Perhaps someone can suggest a reasonable relationship between this data and shear properties.

If you cannot obtain published data, the one correlation that I have seen for approximating ultimate shear strength from tensile strength for carbon and alloy steels is

0.75 * Ultimate tensile strength

Most of the data I have seen for shear strength is ~ 0.6 times the ultimate tensile stress.
