I have a building with a standing seam metal roof in an area with a high snow load.  The standing seam roof has been installed with snow guards to prevent snow from sliding down the roof.  This snow guard is fastened to the standing seam which in turn creates a shear load on that standing seam.

Do the clips (that are fastened with screws to the plywood sheathing below) that are along the length of the standing seam rib provide structural shear capacity to prevent the metal roof from sliding off the roof?

It depends on the manufacturer of the panel and clip. Some are deformed into the panel so that it locks and will provide shear tranfer, though it is not particularly designed for such.  Others only provide vertical resistance and little or no shear resistance.  Don't count on the clips for that function in either case.
