Making a camera pressure tolerant

Making a camera pressure tolerant

(OP)
Aloha, I'm searching for a liquid or oil that has an index of refraction close to the index of refraction of air. I'm not sure if this is possible. I know that highly pressure tolerant cameras exist today for underwater applications, but they are rather costly. I would like to keep costs down by pressure tolerating a digital camera that I already and using this liquid for an ROV.

Suggestions are welcomed!

Mahalo!
