Canadian Electrical Code 2006 - What are Secondary Seals ?

(OP)
Canadian Electrical Code 2006 is introducing a couple new changes. Ones of these are Secondary Seals.

Rule 18-002 ...Secondary Seals are designed to prevent flammable process fluids entering the electrical wiring system upon failure of a primary seal. These devices prevent passage of fluids at process pressure  by combination of sealing and pressure relief.

Rule 18-002 ...Secondary Seals shell be provided between primary seal and cable seal where ... for the failure of the primary seal  ... passage of the process fluids will be stopped.

Is anybody knows more details about SECONDARY SEAL. That what I want to know is - who is providing these seals. Manufacturer as a part of new product ( processing instrument) delivered to the side, OR we have to do that on the site based on engineering design.
