Early this month there was the ice rink structure in Germany which collapsed killing several. Closely following is the news of a building collapse in Poland. The failures have occurred in cold weather conditions perhaps prompting a look at brittle failures. Any eng-tip member on the investigation team may be able to give the reasons for failure. Also what steps are the regional authorities taking to prevent its recurrence.

In early 60's we sufered huge losses due to the failure of temporary structures and bridges,in the Himalayan region. This is a well documented information.

Unfortunately, I would suspect the technical information related to the specific cause of failure or collapse of the structure could possibly be released well after any lawsuits are settled. Sign of the times.
