what sort of processes would i need to obtain a '12' surface finish on a 4340 steel shaft- can this be obtained just through grinding?

I assume you mean 12 microinch surface finish, usually grinding will give surface between 4-16 microinch finish.

burnishing would be a good idea too.

Depends on what is the application the shaft: seals, bearings, diamaeter, coating and enviroment.  Plz clarify
