I have a part that can be either c'sunk or c'bored.

Is there a way in Catia to create both types of holes at the same location, but save two representations of the part and then show both representations on a 2D drawing?

I could suggest a few ways to do something similar to what you are asking.  But my question would be - why do you need to do a 2D representation of a C'bore or C'sink?  Is it on a profile that needs a minimum depth from a feature of the surface?

Is it not acceptable to simply call out the either/or feature per accepted drafting practices?

I can't see why you would do anything like you describe but a possible way could be:

Create a c'sunk hole on the part
Create a drawing and place the view
Go intp the properties of the view and lock the view
Go back to the part and change the hole to a c'bore
Switch to the drawing and add a new view with the c'bore hole

Now you will have two views of the same part with differenet hole, but one view is locked for changes while other one is alive

Thanks for the comments.  What Azrael suggested should work.

I've used Inventor and Pro/E in the past and were able to create different representations of a part within the same file and then create drawing views from these representations.  I thought maybe Catia might have the same ability.

As for why I needed this functionality, we are in the process of creating drawing standards (These models & drawings are not for production).  We have certain parts that can be either c'sunk or c'bored (Depending on the application, mat'l thickness, etc).  It didn't want to create multiple models for every option, but instead have one controlling model with the information.

If that's the case, why not just make the features side by side?  (since it's only for illustration purposes)

They can be contained in the same view plane, and sectioned simultaneously.
