i am working on a project as a GC that requires full moment capacity flanges on 24" diam. x 1" wall pipe.  pipe is being used as a gravity fed outfall that extends into the ocean suspended on 17 structural bents.  i am assuming the design engineer simply wants the flanges to mimic the stregnth of a typcial pipe section, but i cannot find any informaton w/re to a "full moment capacity flange".

i have spoke with pipe people, flange people and structural people and nobody knows for sure what they are.  

can anyone help point me in a direction?

Seems like you should call the design engineer directly and request further information.
