Is it possible to determine (at least to get a reasonable estimate)the relative notch sensitivity of different materials from their values of the standard mechanical properties, such as UTS, yield strength, elongation etc? Or is the only way to get this information by conducting notched tensile tests?

I guess it should be atleast a combination of 2 properties eg Yield and % elongation. Just individual property will not give any information. though I guess you must use this data with a lot of caution. For notch sensitivity is also affected by temperature of testing,homogeneity, microstructure,etc.

In addition to what arunmrao mentioned above, one other inherent material property that can be used to estimate notch sensitivity is the stress intensity factor or KIc value for the material. The stress intensity factor is a measure of the energy required to propagate a crack. This value is sensitive to defects in the material, heat treatment, chemical analysis and strength level.
